Florida teens can begin the learner-license process at age 15, but age alone does not make an applicant ready to receive the credential. Before applying, families should confirm the required education, knowledge exam, identification, parental consent and vision screening.
This focused checklist covers eligibility for a first Florida learner's license. For supervision rules and what happens afterward, see our Florida learner-permit pillar guide.
How to Prepare for a Florida Teen Learner-License Appointment
- Confirm the applicant has reached age 15 and identify the current course requirements for first-time minors.
- Check that qualifying driver-education completion is recorded and that required knowledge and vision examinations are addressed.
- Gather accepted identity, Social Security and Florida residency documents, plus required parent or guardian consent.
- Review the licensing office's instructions for appointments and any accepted electronic completion records.
- Before the first supervised drive, review the licensed-adult front-seat requirement and the initial daylight-only restriction.
Florida teen learner application checkpoints
Do not rely on an older article that mentions only TLSAE for every teen. Florida changed first-time minor education requirements beginning in 2025; check which DETS or approved qualifying course applies to the applicant and whether any transition or approved-course exception applies. Keep course completion evidence with the other appointment documents.
| Checkpoint | What to verify |
|---|---|
| Age | Applicant must be at least 15 |
| Required course | Confirm the currently accepted first-time minor driver education course, including DETS requirements for applicable applicants |
| Exams | Complete required vision and Class E knowledge examinations |
| Application | Bring FLHSMV-approved identity and residency evidence and required parental consent |
How Old Must You Be to Apply?
Florida's minimum learner-license age is 15. A 14-year-old can prepare by studying, but cannot be issued a Class E learner's license before the minimum age. Check the official teen licensing requirements.
What Must a First-Time Teen Applicant Complete?
A first-time teen applicant must satisfy the applicable Florida driver education requirement, required knowledge and vision testing, identity and residency documentation, and parental consent rules. Florida's newer DETS requirement applies to qualifying minors, so verify any approved-course exceptions.
Required Driver Education
Florida changed its teen driver-education requirement effective August 2025. First-time applicants under 18 generally must complete the Driver Education Traffic Safety (DETS) course or another qualifying approved program, rather than assuming that the older TLSAE course alone will satisfy the new teen requirement. Check your eligibility and the approved course list directly with FLHSMV before paying for a course.
Class E Knowledge Exam
The knowledge exam contains 50 multiple-choice questions about traffic laws, traffic controls and safe driving; 40 correct answers are needed to pass. Read our Florida written-test guide for the exam overview.
Vision and Documentation
Applicants must satisfy Florida's vision requirements and bring acceptable identity and residency documentation for their circumstances. Use the official What to Bring checklist rather than guessing which documents will be accepted.
Parental Consent
Applicants under 18 generally need consent from a parent or legal guardian, documented through FLHSMV's parental-consent form or the agency's applicable process. Signatures may need to be witnessed by an examiner or notarized. Special circumstances can change the requirement, so follow the form instructions.

Florida Teen Permit Eligibility FAQs
Can an applicant receive a learner's license at 14?
No. Florida's minimum age is 15.
Is the knowledge exam the same as the behind-the-wheel test?
No. The knowledge exam is part of the initial learner-license process; the driving skills test is a separate evaluation for advancing to a driver license.
Does a learner's license allow a teen to drive alone?
No. Florida requires a qualified licensed supervising driver. Our graduated licensing guide explains that stage.
Prepare for the Knowledge Test and Beyond
Meeting the application's requirements is only the first stage. A structured study system can help learners connect written-test preparation to safe supervised driving, while the full study activities remain in the purchased guide.
